Background & Timescales

Edington Parish Council first published a Local Development Plan (LDP) in 2005. In 2016, it was recognised that this LDP had become out of date and that some of the issues identified had either been addressed or become less relevant to the village and its residents. The Parish Council therefore began work on a new LDP and a questionnaire was circulated to villagers. As part of this initial survey, villagers were asked to indicate if they would be willing to participate in the construction of the LDP. There was then an initial meeting with those interested to determine the best way forward. The initial tasks to be undertaken were identified, the areas of the village that they wished to base the plan upon were identified, and a public meeting was held where the views of the wider village were sought as to what they considered to be the issues. A subsequent document highlighting the key village issues was produced, 5 working groups were formed, and a revised LDP was published in 2018.

The 2018 LDP was then used to formulate the first draft version of the Edington Neighbourhood Plan (ENP). Up to 2020, much work had been done to prepare an outline ENP but then the COVID-19 pandemic caused a pause in activity. On resumption of the project, an initial draft ENP was produced in January 2024. Following on from a change in responsibilities within the Parish Council in 2025, the ENP work has since been reinvigorated, and it is hoped that a mature ENP will be completed in 2026.

A local development plan(LDP) will give everyone associated with the village an opportunity to have their say in how they would like the village to look, be a place of residence and for some a place of work in the next 10 to 15 years. Neighbourhood Plan

What is a Neighbourhood Plan?

A Neighbourhood Plan (NP) is a statutory planning document that will ensure that the wishes of the village with regard to planning and development issues are taken into consideration whenever a planning application is made. It is an opportunity for the village to place into statute their desires for future land use within the designated area, where and how we want the village to develop, and what we don’t want.

The NP will evolve from the results of the surveys and work carried out for the Local Development Plan. Although there is no set format for the production of the NP, the end result must follow a set format through to the final document.

The process includes the development of a draft plan which will include Business/Employment, Environment/Footpaths, Housing, Facilities/Amenities and Highways/Traffic. The draft plan will be submitted to Wiltshire Council and then to an Independent Inspector. After any amendments that may be required, the plan is then submitted for acceptance by the village. If it is approved by a majority of residents, the Neighbourhood Plan gains legal force and must be reflected in any future planning decisions that affect our community.
